Background

Outreach Projects (Guarantee) Limited (Outreach) is a fully owned subsidiary of Ceylon Tobacco Company PLC (CTC). According to the CTC, it was “to ensure the transparency and integrity of all activities carried out under SADP (Sustainable Agriculture Development Programme). Outreach “is responsible for the execution and management of all SADP activities.”[1] CTC Annual Reports of different years reported the date of establishment of Outreach Limited differently. Some reported it was incorporated in 2007 and some in 2009. However, it only started its operations from 2009 via three offices established in Colombo, Kandy and Trincomalee.[2][3]

Activities

Outreach Limited manages and executes the corporate social investment (CSI) activities of the CTC. Governance

In the CTC Annual Report 2009, Outreach Limited was described to have “Board of Directors of its own”[3][4] However, the Annual Report 2016 reported “It is governed and managed completely by the CTC Board of Directors”. The organisation structure described in the aforesaid is quoted as Image 1. Further the activities of the Outreach Limited are overseen by the CSI Steering Committee comprised of five members of “senior management” of CTC and Chaired by the CTC Chairman.[1] However, all the financial sections of the CTC Annual Reports from years 2009 stated Outreach Limited’s finances are not consolidated in the reports “as it is not controlled by Ceylon Tobacco Company PLC.”[3][4][5][6][1] Annual Report 2013, reported the ‘cost incurred for the above project’ for all three years 2011, 2012 and 2013.[7]

Directors and Employees

In the Annual Report 2009, CTC reports the number of staff of the Guarantee Limited as ‘42’.[4] The number of staff reported in Annual Report 2012 was ‘25’, of which only five were direct and 20 were “third party”.[6] Following were mentioned as the Directors of the Outreach Limited in CTC Annual Reports. Funds by CTC

The Outreach Limited is fully funded by CTC. The figures mentioned in the CTC Annual Reports as funds to the Outreach Project were:

  • 2011 – LKR 62.7 Million[7]
  • 2012 – LKR 50.4 Million[7]
  • 2013 – LKR 49.6 Million[7]
  • 2014 – LKR 45 Million[8]
  • 2015 – LKR 32 Million[9]
  • 2016 – Not mentioned[1]

The funds by the CTC seem to reduce over the years, with the last reported year (2015) showing around 50% decrease from the funds received in the first reported year (2011).
